    West African Economic and Monetary Union-Côte d'Ivoire releases energy efficiency labeling control for electrical products

    I. Introduction

    Air conditioners, refrigerators, freezers and electric lights sold in the ECA region, especially in Côte d'Ivoire, are energy-intensive products, resulting in high demand for electricity every year, with an annual electricity demand growth rate of about 8%. In this context, the Minister responsible for Energy, the Minister responsible for Trade and the Minister responsible for the Budget signed Inter-Ministerial Decree No. 140/MPEER/MBPE/MCI of November 27, 2020, which concerns energy labeling provisions for electric lights, air conditioners, refrigerators, freezers and new refrigerator-freezer combinations. Therefore, West African Economic and Monetary Union-Côte d'Ivoire carries out energy efficiency labeling control for electrical products.

    2. The lamps that need to be labeled are:

    --Compact fluorescent lamp: any power

    --Linear fluorescent tube: 15W-70W

    --T5 fluorescent tube: 15W-80W

    --LED light source: 3W-25W

    --Halogen lamp: 10W-80W

    3. API (Advanced Import Authorization) request process and energy efficiency classification

    1. API acquisition steps:

    a. Submit API request

    This step is completely digital. When the importer or its representative handles the product import procedures in Côte d'Ivoire, connect to the GUCE platform (https://guce.gouv.ci) to apply for FDI (import application form) for you.

    The completed form, attached with the energy efficiency test report and order invoice, is submitted to the General Energy Directorate for analysis through the platform.

    b. Energy efficiency classification requirements and API analysis and processing

    Through the GUCE platform, the submitted documents will be analyzed by the agent of the General Energy Directorate (DGE) responsible for processing.

    If the document is approved, an API is generated for each relevant product, and a label model to be made is attached and pasted on the API.

    2. Shipping procedures

    The VOC (Verification of Conformity) procedure will require importers to affix energy efficiency labels to household appliances before shipment and provide regular VOC documents.

    3. Control of products with energy efficiency labels when unloading

    When the order arrives at the Ivorian Customs, the Ministry of Energy (General Energy Directorate and Branches) and Customs check whether the energy efficiency label is consistent with the energy efficiency label generated by the GUCE platform.

    Note: If there is an unauthorized energy efficiency label on the order, it is prohibited to sell it in the market.
